<p>On Thursday I updated the rankings of <a href="http://bendegrow.com/2010/colorado-2010-state-senate-showdown-gop-challengers-gain-momentum/">Colorado’s  competitive state senate seats</a>. After 15 weeks it’s also time to <a href="http://bendegrow.com/2010/colorado-2010-state-house-races-gop-close-but-not-quite-to-majority/">update  the Colorado state house rankings</a>.</p>
<p>A quick overview: There are 65 seats in the Colorado state house, and  all of them are up for re-election every two years. State  representatives are limited to four two-year terms of service.  Currently, the Democratic majority holds 37 seats and Republicans 27,  with one seat belonging to unaffiliated (and former Democrat) Kathleen  Curry.</p>
<p>Fifty-two incumbents are running to retain their seats: 30 Democrats  (including 2 vacancy appointments), 21 Republicans (including 2 vacancy  appointments) and Curry. That leaves 7 open Democrat and 6 Republican  seats.</p>
<p>Interestingly, Colorado Republicans are very close to running a  65-district strategy, as the GOP is fielding candidates everywhere  except Boulder County’s House District 10. On the other hand, Democrats  are competing in only 49 of 65 districts, conceding 16 races (including  five with no incumbent) out of the gate by not fielding any candidates.  <a href="http://bendegrow.com/2010/colorado-state-house-breakdown-majority-up-for-grabs-tiny-gop-edge/">(read more)</a></p>

<p><strong>DENVER </strong>— Two state representatives who intended to vote against a bill on Tuesday accidentally voted for it, affecting the outcome in the House.</p>
<p>By a margin of 33-29, the House passed HB1009. Two representatives were excused, but Reps. Christine Scanlan, D-Dillon, and Karen Middleton, D-Aurora, were not.</p>
<p>Both intended to vote against  a bill  that  seeks  to add a physician representative and an injured-worker representative to the board&#8217;s existing nine-member board of Pinnacol Assurance, the state-run workers&#8217; compensation insurer of last resort.  The pair was preoccupied by a conversation over legislative matters when it came time to vote. <a href="http://www.chieftain.com/articles/2010/03/10/news/local/doc4b9737b18a413318960897.txt">(more)</a></p>

<p>Debra Irvine, Republican candidate for House District 56, visits the Herald Democrat.<br />
Breckenridge Republican Debra Irvine will challenge incumbent State Rep. Christine Scanlan (D) in the November 2010 election for House Dist 56.</p>
<p>&#8220;I have the energy, the passion, and I have the time,&#8221; Irvine told the Herald Democrat last week. She hopes to emphasize &#8220;issues that haven&#8217;t been addressed&#8221; as well as some that are on the front burner.</p>
<p>Irvine said many small business owners have discussed with her the burdens of more paperwork and fees.</p>
<p>&#8220;How can we create opportunities, provide incentives for businesses?&#8221; she asked, noting that it is a Republican idea to give people the opportunity to start their own businesses. This is the way to work on the revenue base, she said.</p>
<p>One of the reasons that Irvine has announced her candidacy so early is to get up to speed on the issues, such as the pine-beetle situation. She said it&#8217;s important that local residents have a say in whatever mitigation takes place.</p>
<p>She is also as advocate of emergency preparedness. Citizens should be trained to take up the slack from emergency services.</p>
<p>Health care is another issue. She has investigated why medical tests cost less in Denver than they do in mountain communities, but has yet to find the answer, she said. As a former suicide-line volunteer, she also has concerns about mental-health services available to rural communities.</p>
<p>Resort communities need to be creative, Irvine said. She pointed to legislation in Congress which would expand the use of ski areas in the summertime. A better bus service between Denver and mountains would also be well received, she believes.</p>
<p>When questioned about the issues she sees in Lake County, she mentioned the Leadville Mine Drainage Tunnel and the situation with the EPA.</p>
<p>Irvine believes that Dist. 56, which includes Lake, Summit and Eagle counties, is not coming together as a district. The various counties and cities should support one another, working collectively to come up with more creative ideas, she said.</p>
<p>Despite the fact that Lake County voted overwhelmingly for Democrat Christine Scanlan in the last election when she faced Ali Hasan, Irvine is not daunted.</p>
<p>&#8220;Higher revenue, lower taxes and the opportunity to benefit small businesses. If these are the ideals people believe in,&#8221; they will vote for her, Irvine said.</p>
<p>A resident of Breckenridge, Colorado, Irvine, 59, is a professional fine art painter. She has been chairman of Summit County Republicans for three years and is also Republican Chairman of Congressional District 2 and Judicial District 5.</p>
<p>She has been married to Rob Irvine for 18 years and they have a combined family of five children and five grandchildren. The couple moved to Breckenridge five years ago from Brussels where Rob Irvine was a diplomat.</p>
<p>Debra Irvine graduated from Munich American High School, Munich, Germany in 1976. She has a B. A. degree, double major in government/history and a minor in German at the University of Maryland. Her graduate school study focus was political science.</p>

			<content:encoded><![CDATA[<p>I grew up in the Bavarian ski resort of Garmisch, Germany, from age 11 to 22. My father managed the US Ski Area in the winter and the Golf Course in the summer.</p>
<p>Skiing was an integral part of my life; high school and university ski teams (giant slalom was my forte) and then a professional ski instructor for 3 years. I taught with the American Ski School where we interacted with the German Ski Schools. I loved teaching all age groups, especially children; their ability to absorb instruction was inspiring. I was selected to instruct special needs children when needed.</p>
<p>I will be a strong and proud ambassador for Eagle, Lake and Summit Counties.  We have communities rich in American history, beautiful natural resources and recreational facilities.  I will work to promote our District’s economy.</p>
<p>Small businesses need support to get off the ground and we need to follow and promote legislation that encourages that entrepreneurial spirit.</p>
<p>My platform on our economy in a nutshell:  keep our taxes low and our programs funded by focusing on ways to keep raising revenues.</p>
